On December 9, 2021, Decree-Law No. 109-E/2021 was published, establishing the General Regime for the Prevention of Corruption (RGPC). All public and private entities with more than 50 employees are now legally obligated to implement compliance programs. Among the various preventive measures, the obligation to prepare and execute a Plan for the Prevention of Risks of Corruption and Related Offenses (PPR) stands out.
The existence of a reporting channel for irregularities is recognized as one of the international best practices in promoting transparency, fairness, and responsible conduct in all organizations, whether public or private, for-profit or non-profit. In this sense, Edinorte provides a specific channel so that employees, partners, and other stakeholders can report, securely and confidentially, situations that may constitute irregularities or infractions. This channel not only adheres to best practices but also complies with the legal requirements established by the General Anti-Corruption Regime (GARC). Additionally, with regard to the protection of whistleblowers, Edinorte applies the General Regime for the Protection of Whistleblowers of Offenses (GDRI), enshrined in Law No. 93/2021, which transposes Directive (EU) 2019/1937 of the European Parliament and of the Council of 23 October 2019 into national legislation. This regime ensures that those who report in good faith are protected against possible retaliation, reinforcing confidence in the use of the channel and encouraging a culture of responsibility and organizational integrity.
